The implementing partner for the IFC-financed airport project is the Société Concessionnaire de l’Aéroport (SCA, also referred to as “Cambodia Airports”), which is a joint venture between Vinci Airports and Muhibbah Masteron Cambodia. The shareholders of Cambodia Airports are France’s group VINCI (70%) and Muhibbah Masteron Cambodia (30%), a Malaysian-Cambodian joint venture. SCA is a special purpose company that holds a 25-year concession (from 1995) from the Government of Cambodia. SCA holds the concession for the development and the management of Cambodia’s three international airports: Phnom Penh; Siam Reap, and Sihanoukville.
